We support CEC’s proposal to align CalSHAPE funding for HVAC replacement with state goals for carbon-neutrality and student health.

On January 12, the California Energy Commission hosted a staff workshop regarding the CalSHAPE Ventilation Program HVAC Upgrade and Repair Grants. Our organization, alongside NRDC, New Buildings Institute, Environmental Defense Fund, and many of our other partners seized the opportunity to support the Commission’s proposal for updated grant requirements.  

In our letter, we support the proposal that the CalSHAPE HVAC Upgrade and Repair Grants be used for only the installation of zero emission equipment and prioritize funding for schools in underserved and environmental justice communities, near busy roadways, and in communities with poor air quality. In addition, we emphasize our strong agreement with proposal Option 1 which would make HVAC system replacements with gas equipment ineligible for the grant award.

If these proposals are approved, the CEC will have aligned an additional $172 million of California state funds with the state goal of achieving carbon neutrality by 2045 and with ensuring that our approximately 10,000 K-12 schools are healthy, sustainable, resilient campuses for children to learn and thrive.
